EMPRS is a VETBIZ listed Service-Disabled Veteran-Owned (SDVOB), total small business, Department of Homeland Security E-Verify compliant company, dedicated to high quality planning, training and exercises to enhance our national security and survivability of the United States armed forces deployed around the world and their counterparts (military and civilian) here in the US. We provide evidence and experienced-based solutions to prepare our nation and allies to successfully defeat terrorism, counter all - CBRNE (chemical, biological, radiological, nuclear, & explosive) threats, and to mitigate, prepare, respond, and recover from non-Terrorism/CBRNE related threats (i.e. natural disasters).
EMPRS was founded by Johnnie L Gilpen, Jr. MS, SEM, NREMT-I, EMT-T, a former U.S. Navy Fleet Marine Force (FMF) Hospital Corpsman. The company was initially formed in January of 2007 as sole-proprietorship (became a LLC in 2009) to provide CBRNE Subject Matter Experts (SME) and Weapons of Mass Destruction (WMD) instructors to the Department of Homeland Security’s Center for Domestic Preparedness (CDP, http://cdp.dhs.gov) in Anniston, Al. Through our strategic partnerships, we have assembled a training team with military and civilian expertise second to none. We have extensive experience in designing, coordinating, and conducting pre-hospital and hospital training including continued activity in providing medical training to the Department of Defense (DoD) and the Department of Homeland Security (DHS) entities. EMPRS’s team members have years of relevant experience, both civilian and military and have developed EMS training curriculums and provided training for the DHS-sponsored Center for Domestic Preparedness. EMPRS has a three-year history of performing CBRNE SME/Instructor subcontracting work for SAIC and over a year providing the sub-contracting work to CRA, Inc., and Devon Energy. The programs taught, managed, or both include teaching:
- Incident Command (HICS IV, IS700 & 800b, and ICS 100-400),
- Hospital Emergency Response Training (HERT) course,
- Agricultural Emergency Response Training (AgERT) Course,
- EMS for Weapons of Mass Destruction (WMD) Course,
- Pandemic Influenza Planning and Preparedness (PIPP) Course, and
- HAZMAT for WMD’s Course;
